Breaking Down Assessment Validation: Steps to Validate Assessments

Among the numerous obligations RTOs face post-registration—annual declarations, AVETMISS reporting, marketing compliance—validation is often the most dreaded.

Even though we've covered validation in depth, let’s revisit its definition. ASQA defines validation as a quality review of the assessment process.

Validation involves checking which aspects of an RTO's assessment process are accurate and identifying areas for improvement. With a solid understanding of its components, validation is less intimidating.

The 2015 SRTOs Clause 1.8 requires RTOs to make sure their assessment systems, including RPL, are compliant with training package requirements and conducted per the Principles of Assessment and Rules of Evidence.

According to the standards, RTOs must conduct two types of validation.

The first validation type ensures your RTO's assessments comply with the training package requirements in your scope.

The subsequent validation confirms that assessments are conducted according to the principles of assessment and rules of evidence.

It indicates that validation occurs both before and after the assessment. The focus here is on the first type: assessment tool validation.

As discussed before and in previous blogs, validation includes two processes: (1) assessment tool validation and (2) post-assessment validation.

Pre-assessment validation, also referred to as assessment tool validation, is related to the first part of the clause, ensuring all unit requirements are addressed and workbooks are entirely compliant.

Conversely, post-assessment validation focuses on the implementation side, ensuring Registered Training Organisations conduct assessments in line with the Principles of Assessment and Rules of Evidence.

In this write-up, we will focus on assessment tool validation.

The Process of Assessment Tool Validation

With a clear understanding of the two types of validation, let’s focus on assessment tool validation.

When is Assessment Tool Validation Conducted?

Assessment tool validation seeks to ensure all elements, performance criteria, and performance and knowledge evidence are addressed by your assessment tools.

Hence, whenever new learning resources are bought, assessment tool validation is necessary before student use.

There's no requirement to wait for your next 5-year cycle validation schedule. Validate new resources promptly to ensure they’re ready for students.

Still, this isn't the sole reason for conducting this type of validation. Conduct assessment tool validation when you:

- your resources get updated
- new training products are added by you on scope
- training product updates are reviewed against your course
- identify your learning resources as a risk during your risk assessment

The risk-based regulatory approach of ASQA requires RTOs to perform regular risk assessments. Student complaints about learning resources indicate it's time for assessment tool validation.

Recall, this type of validation aims to ensure all learning resources are compliant before use. All RTOs must validate each unit's resources.

Learning Resources

For validation of your assessment tools, you will require the full set of your learning resources:

Mapping tool – start by investigating this document. It shows which assessment items meet unit requirements, facilitating quicker validation.

Learner/student workbook – ensure it's appropriate for use as an assessment tool. Check if instructions are clear and answer fields are sufficient. This is a frequent gap.

Assessor guide/marking guide – check that instructions for assessors are adequate and that there are clear benchmarks for each assessment item. Clear benchmarks are essential for reliable assessment outcomes.

Other related resources – might include checklists, registers, and templates created apart from the workbook and marking guide. Validate them to ensure they fit the assessment task and address unit requirements.

Panel of Validators

Clause 1.11 specifies the requirements for validation panel members. It states validation can be performed by one or more people. However, RTOs usually require all trainers and assessors to participate, sometimes including industry experts.

The members of your validation panel must collectively have:

Up-to-date vocational competencies and industry skills pertinent to the unit being validated

Current knowledge and expertise in vocational teaching and learning

Any one of these training and assessment credentials:

Assessment validation tool/template
Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.
Using a validation tool is advantageous for both the validation process and documentation. It aids in viewing how each assessment item matches each unit requirement.
At the same time, it can serve as your document evidence that you have validated your resources before letting the students use them.
Additionally, it can provide proof that you have validated your resources before students use them.

ASQA does not provide a recommended or required template for assessment tool validation, but many templates are available online. These tools generally have validators review the tools as a whole to determine if they meet the principles of assessment.

Although these templates ease the validation process, they can cause errors in judgment as there is minimal space for commenting on each assessment item.

We recommend using a more detailed template to examine each unit requirement and the assessment items that correspond to them. Here is an example:

Assessment Key Principles
Fairness – Are equal opportunity and access ensured for everyone in the assessment process?

Flexibility – Are different options available in the assessment to demonstrate competence based on individual needs and preferences?

Validity – Is the assessment assessing what it is supposed to assess? Is it a valid tool for measuring the required skill or knowledge?

Reliability – Will the assessment produce the same results each time, regardless of who conducts the training? Will different assessors make consistent decisions on skill competence?

Evidence Key Rules

Validity – Is the evidence demonstrating that the candidate has the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?
Sufficiency – Is there sufficient evidence to confirm the learner has the required skills and knowledge?

Authenticity – Does the assessment tool ensure that the work is the candidate’s own?

Currency – Are the assessment tools in line with current units of competency and contemporary industry practices?

Despite being frequently covered in VET professional development and nationally recognised training, many tools still have issues with these requirements.

To prevent employing learning resources that miss some unit requirements, be sure to follow these guidelines:

Demonstrate What You Teach

Take note of the verbs used in the unit requirements and make sure they are addressed by the assessment item. For instance, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement requires students to:

Complete each of the following tasks at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication per service and regulatory requirements:

nappy changing

bottle preparation, bottle-feeding infants, and cleaning equipment

prepare solid food and feed babies

respond suitably to infant signs and cues

prepare babies for sleep and settle them

monitor and foster age-appropriate physical exploration and gross motor skills

Having students describe the nappy-changing process for babies under 12 months old doesn’t directly meet the unit requirement. Unless the unit requirement is meant to assess underpinning knowledge (i.e., knowledge evidence), students should be performing the tasks.

Look Out for Plurals!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls click here for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.

Complete or Not Competent

Pay attention to lists. Again, as illustrated above, if students perform just half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.

Clarify Further

Each assessment item needs clear and specific benchmark answers to guide the assessor’s judgment on the student’s competence. Therefore, it’s important that your instructions are not confusing for students or assessors. For instance:
What kind of information can be included in a work package?
What kind of information can be included in a work package?

Answers can include:

Necessary resources

Related costs

Activity timeframe

Allocated roles and responsibilities

When an assessment item requires multiple answers, specify how many answers a student must provide. This way, your assessment remains reliable, and the evidence collected is valid.

This also applies to assessment items with double-barrelled questions or those that ask for multiple answers at once. These can confuse students and assessors, as shown in the sample question below:

Name a hazard and/or environmental issue in the work area and choose the most effective hazard control hierarchy.

Possible answers can include, but are not limited to:

Weather conditions – work area isolation, engineering controls, personal protective equipment

Work area and ground conditions – eliminating hazards, isolation, use of engineering controls

People – isolating, use of engineering controls, administrative controls

Structural hazards – substitution, isolating, engineering controls

Chemical hazards – isolating, use of engineering controls, administration

Equipment or machinery – isolation, engineering controls, administrative controls

Steering clear of double-barrelled questions makes it easier for students to respond and for assessors to judge student competence accurately.

Seeing these requirements, you might think, “Don’t learning resource developers offer audit guarantees?” But such guarantees mean you must wait for an audit before rectifying noncompliance. This affects your compliance history, so it’s wiser to take the safe and compliant route.
